3.162 Number of factories working in the state during 2005-06 was 17483. Now it has increased to
21764. Subsequently the average daily employment creation in these factories increased to 6.46 lakh
from 4.45 lakh in 2005-06.Appendix 3.55 shows the number of working factories and employment
details in Kerala.
Industrial Disputes
3.163 Providing a platform for raising and settlement of the issues between employee and employer
is an essential requirement for ensuring labour rights in a welfare society. Industrial Dispute Act of
1947 gives the legal framework for the purpose. Number of disputes pending at the beginning of the
year increased from 2819 in 2008-09 to 3890 in 2013-14. The total disputes handled during the year
in 2008-09 was 5962 and the disputes settled for the same period was 3192.In 2013-14 number of
disputes handled was 5909 and the settled disputes for the corresponding period was 2384.Details
of number of disputes in Kerala is given in Appendix 3.56

Safety of the Factory Workers
3.164 The department of Factories and Boilers is the Statutory Authority to ensure safety, health
and welfare of all workers in factories and the general public, living in the vicinity of factories by
Kerala State Planning Board
