ATSP Fund/Special Package
For the first time in the history of planning in the state 3 percent of the total plan outlay is
earmarked for the development of ST population. From the financial year 2014-15 a new
scheme named ‘Integrated Sustainable Development of Scheduled Tribe Population in
Identified Locations/ Settlements is included.
• Scheme will be implemented on a project mode to develop identified settlements/
villages in the most backward pockets in different districts.
• Initially 14 locations have been identified by the Department of ST Development based
on different indicators as per ST Survey Report 2008. These locations are Parappa block
(Kasargod), Iritty Block (Kannur), Panamaram Grama Panchayat (Wayanad), Thirunelli
Grama Panchayat (Wayanad), Pulpally Grama Panchayat (Wayanad), Noolpuzha
Grama Panchayat (Wayanad), Nilambur Block (Malappuram), Chittur Taluk (Palakkad),
Chalakudy Block (Thrissur), Devikulam Block (Idikki), Attappady Block (Palakkad),
Muppainad Grama Panchayat (Wayanad), Meppadi Grama Panchayat (Wayanad) and
Kuttichal Grama Panchayat (Thiruvananthapuram)
• Main purpose is to converge all schemes (Central, CSS and State) in all selected
location/settings .
• ATSP fund is operated by the Principal Secretary/Secretary, ST Development
Department.
• High level Committee constituted at State level will hold video conference with District
Collectors and other officers to review the progress.
Kerala State Development Corporation for Scheduled Caste and Scheduled
Tribes
4.261 The Corporation, with its registered office at Thrissur, functions through 14 Regional Offices
covering all the districts, is implementing various schemes for the multifaceted development of
Scheduled Castes & Scheduled Tribes in the state through its intervention in different spheres of
economic activity. The sources of finance for implementing various schemes are Corporation’s
own share capital and assistance from other national refinancing agencies like NSFDC, NSTFDC,
NSKFDC and HUDCO. The Corporation is now concentrating more on self employment schemes
to enable the target people to engage in some innovative and viable income generating activities
and earn their livelihood and thereby improve their socio-economic status in the society. The major
schemes implemented by the Corporation include agricultural land purchase, micro-credit finance,
mini-venture loans, small enterprise loans, housing, educational loan, marriage assistance etc.
4.262 The scheme-wise details of physical and financial achievements of the Corporation are given
in Appendix 4.118.
Welfare of Other Backward Classes
4.263 Backward communities Development Department was started functioning as a separate
department in November 2011 to look after the welfare of socially and economically backward
communities of the society. Though the Directorate of this Department was created at the end of the
financial year 2011-12, it implemented two major educational schemes, Pre-Matric and Post-Matric
Scholarships with the help of Scheduled Caste Development Department.
