2.169 Kerala has been receiving assistance under RIDF for the last fifteen years. The major projects      AGRICULTURE AND ALLIED SECTORS
for which RIDF has been disbursed include watershed development projects, rural bridges, rural
roads, reclamation of waterlogged area, inland navigation, tourism oriented roads and rural market
yards. In Kerala the cumulative sanction and disbursement as on 31-03-2014 was ` 6257.91 crores
and ` 3654.11 crores respectively. During the XIX tranche an amount of ` 1003.52 crores was
sanctioned and ` 153.56 crores was disbursed. The tranche wise sanction and disbursement under
RIDF are shown in Appendix 2.82.

Annual Credit Plan 2013-14

2.170 The State Credit Plan is the aggregation of the district- wise potential-linked credit plans
prepared for all the 14 districts of the state by district development managers of NABARD in
consultation with the line departments of the State Government, banks and other stake holders.

2.171 The performance of banks with reference to Annual Credit Plan 2013-14 as on March
2014, the District-wise breakup is furnished below. The total credit disbursement for the state was
the state as on March 2014 was ` 127502 crore, out of which credit to the priority sector, ie was
` 8974.4 crores of which ` 4289.0 crores was for primary sector. The achievements was 118 per cent
for total state, 111.53 per cent for priority sector and 123.48 for primary sector. Thus by all measures
the credit targets have been met and infact exceeded which is definitely positive sign.

2.172 Among the districts Thrissur district stood first in the quantum of primary sector loan
disbursement ( ` 510.6 crore) followed by Palakkad ( ` 404.6 crores) and Ernakulam district ( ` 430.6
crores ), while Kasargod and Idukki lagged way behind. With respect to performance also, Thrissur
district performed exceptionally by achieving 150.84 per cent of the target, while Kozhikode came
second (146 per cent). Pathanamthitta registered very poor performance under Annual Credit Plan.

Section 8
Rural Development Programmes

2.173 Rural development programmes in Kerala are mainly either Centrally Sponsored Projects or
Schemes and projects implemented by local bodies. In case of the former, the Ministry of Rural De-
velopment is implementing a number of programmes in rural areas through the State Governments
for poverty reduction, employment generation, rural infrastructure habitant development, provision
of basic minimum services. A brief review of the financial and physical performance of the CSS are
given below.

The Mahatma Gandhi National Rural Employment Guarantee Programme (MGNREGP)

2.174 The Mahatma Gandhi National Rural Employment Guarantee Act 2005 seeks to enhance the
livelihood security of the households in rural areas of the country by providing atleast one hundred
days of guaranteed wage employment to every house hold whose adult members volunteer to do
unskilled manual work.

2.175 Mahatma Gandhi National Rural Employment Guarantee Scheme, a flagship scheme of the
Government of India, is implemented through Centre and State cost sharing in 90:10 ratios. Hundred
percent of the unskilled wage portion and administrative costs are borne by Government of India and
25% of material cost are met by Government of Kerala.
