Sensitization to Stakeholders CAPACITY BUILDING
7.38 Since there were some misconceptions regarding public private partnership mode of project
implementation, the Project Financing Cell initiated steps to understand the concerns of the peoples’
representatives and implementing officers. Several PPP sensitization programmes for district level
officers and Seminars on Extra Budgetary Resources for LSGIs were conducted. Altogether 12 such
programmes have been conducted in various districts. There is more clarity on structuring projects
through the PPP mode now..
Tapping Capital Markets
7.39 In addition to budgetary resources, we may need to develop Special Purpose Vehicles to tap
the debt and equity market by setting up Funds and Trusts. SEBI has recently come up with a series
of new innovative ways in which private sector saving can be tapped by government for investment.
With the help of SBI Caps, the Cell prepared a strategy for short term, medium term and long term
options available for the State to give a boost to investment in developmental projects. This is under
consideration of the Government.

Outlook for Capacity Building in the State
Developments in Science and Technology and skill development will influence to a great extent
the future of the State. Human life has been revolutionised by the impact of Scientific Research
and innovations. Apart from bringing about rapid growth, S&T also holds the power to address the
challenges facing mankind. It is necessary that successive Governments at the Centre and the
State accord it high priority so that the country benefits. In order to ensure that a maximum number
of projects are taken up at the earliest so that growth and welfare can be optimized in Kerala, all
sources of funding-Public, External, Private and PPP should be tapped wherever possible. This
will involve learning new skills in project structuring and legal matters with constant oversight by
Government. Close co-ordination with the initiatives taken up by the Union Government as well as
a clear understanding of the experiences of other States is required so that public funds as well as
private funds are used for the betterment of the citizens. Kerala has the potential to be a world leader
in skilled manpower and can serve as a knowledge hub for the world.
