5.81 From the table above it can be inferred that the average estimated peak load increase by 5.6%
every year and the energy requirements by 5.7% in consecutive years since 2014-15.
Performance of Power Sector Agencies
5.82 Power development activities in the State are carried out mainly through four agencies viz,
Kerala State Electricity Board Limited (KSEBL), Agency for Non-conventional Energy and Rural
Technology (ANERT), Electrical Inspectorate and Energy Management Centre (EMC). The Outlay
and Expenditure of these departments for the first three years of the 12th Plan are shown in Table
5.5.

5.83 In the Budget 2014-15, an amount of `137004 lakh is earmarked for Energy sector. The total
expenditure reported as on December 2014 is only about 45%. This is due to the poor performance
of ANERT and Electrical Inspectorate.
Kerala State Electricity Board Limited (KSEBL)
5.84 KSEBL is the driving force behind economic development of the State of Kerala. It has been
responsible for the generation, transmission and supply of electricity in the State, with particular
mandate to provide electricity at affordable cost to the domestic as well as for agricultural purposes.
