regard are the implementation of one or two natural gas based power plants using domestic gas /            INFRASTRUCTURE
RLNG, reviving the earlier proposal to set up a coal based super critical power plant at Cheemeni
using Baitarni coal / new coal linkage / imported coal and setting up a petcoke based power plant at
Kochi using the petcoke to be available from Kochi Refinery.

Pattern of Power Consumption

5.92 Kerala’s consumption is predominantly domestic, which account for 49% of the total consumption,
which is only 22% nationwide. Revenue from Domestic consumers is only 30% of the total revenue.
Industrial consumption is only 30% in Kerala, while it is 45% at the national level. The domestic
category consumers showed a growth rate of more than 2% from 8573938 in 2012-13 to 8788916
in 2013-14. Per capita consumption increases 8.38% i.e. to 543 kWh in 2013-14 against 501kWh in
2012-13. During 2013-14, 18365.43 MU of energy amounting to `892851 lakhs was sold showing
an increase of 1527.23 MU as compared to the previous years (16838.2 MU amounting to ` 744697
lakh). It is also estimated that the annual consumption and maximum demand will be 26584 MU
and 4669 MW respectively by the end of 12th plan period (2017).The details of the pattern of power
consumption and revenue collected during 2013-14 can be seen in Appendix 5.28

Electrical Energy Consumption

5.93 In Kerala, electrical energy consumption has increased to 18365.43 MU in 2013-14 from
16838.24 MU during 2012-13. The percentage of consumption increased to 9.06 %. Electrical
Energy consumption in Kerala during 2009-10 to 2013-14 is depicted in Fig.5.8

Power Purchase Agreement (PPA)

5.94 KSEB has entered into a PPA with various Central Generating Stations of NTPC, NLC etc.
envisaged for Southern Region. In addition to this, power is being purchased from Rajiv Gandhi
Combined Cycle Power Plant of NTPC at Kayamkulam, BSES Kerala Power Ltd, Kochi and Kasaragod
Power Corporation Ltd., Mylatti. As a measure to encourage non-conventional sources of energy,
KSEB has executed PPAs for purchase of power from Wind Energy Projects, Agali (18.60 MW) &
