5.11 One of the major reforms initiated by PWD is in the field of E-Governance. PWD has
already established ICT applications in the Department and has started e-tendering using GePNIC
e-procurement software developed by NIC. Introduction of e-tendering/e-procurement has increased
the transperency and efficiency and has enhanced the competition and reduced the chances of
collusion and cartel formation between the bidders. PWD has issued 4511 tenders costing ` 8852
crore through e-tendering during the period. This has enabled the State Government e-procurment
portal to secure the e-India 2014 Award for the best Government business project. The Department
has introduced Project Information and Cost Estimation Software (PRICE) so as to computerize
the preparation of estimate, sanction management (AS & TS) of tenders and bill payment and
the pilot phase is being implemented in Buildings Wing. There is a project to develop a total e-
Governance system in PWD (smart Governance) so as to integrate to the e-Treasury system and
enbale e-payment of work bills. This enabled the department for the speedy execution of works. A
system of heavy maintenance contrct has been introduced in the road leading to Sabarimala. Road
safety has been given top priority during the perod.

Kerala State Transport Project (KSTP) - Phase II

5.12 A separate wing of PWD (R&B) is implementing Kerala State Transport Project (KSTP) -II
(World Bank Aided). The overall cost of the project is ` 2403.00 Crore. The Project involves the
following components

• Road Upgradation Works
• Road Safety Works
• Institutional Strengthening in PWD
