Thiruvananthapuram and Calicut Monorail Corporation /Light Metro Rail INFRASTRUCTURE
System at Thiruvananthapuram and Kozhikode
5.40 The 10th meeting of the Board of Directors of Kerala Monorail Corporation Limited (KMCL)
has decided to go for a Lighter version of Metro Rail System instead of the Monorail projects at
Thiruvananthapuram and Kozhikode. The decision was taken in view of the recommendations of the
General Consultants, M/s Delhi Metro Rail corporation (DMRC) on evaluating the lone bid received
through retender, submitted by M/s Bombardier Consortium. The Board also resolved to entrust the
preparation of the DPR for a lighter version of Metro Rail with DMRC and approved the proposal for
Light Metro Rail system for both Thiruvananthapuram and Kozhikode and accord sanction to the
Detailed Project Report.
5.41 The total length of the proposed Light Metro system in Thiruvananthapuram is 21.821 Kms
connecting Technocity at Pallippuram to Karamana. The estimated cost of the project as per
September 2014 price level works out ot be ` 3453.00 Crore with Central taxes. Average cost per
Km will be ` 158.24 Crore. The expected completion cost with central taxes by the year 2020 will be
`4219.00 Crore. The Financial Internal Rate of Return (FIRR) without property development is 2.07
% and with property development is 8.09%. The estimated completion period is five years.
5.42 The total length of the proposed Light Metro System in Kozhikode is 13.33 Kms connecting
Medical College to Meenchantha. The estimated cost of the project as per September 2014 price
level works out to ` 2057.00 Crore with Central taxes. Averge cost per Km will be ` 154.00 Crore.
The expected completion cost with Central taxes by the year 2019 will be ` 2509 Crores. The FIRR
without property development is 2.74 % and with property development is 8.02 %. The estimated
completion period is four years.
Air Transport
5.43 Kerala has three airports at Thiruvananthapuram, Kozhikode and Kochi which are in
operation. Kannur International Airport (KIAL) is being set up by Government of Kerala on build and
operate Kannur International airport. The Ministry of Environment & Forest has granted necessary
environmental clearance for the project. The KIAL Board has decided to go in for item rate tender
instead of EPC mode and has awarded Engineering and Design Consultancy to M/s KITCO, Kochi for
preparing the detailed design for cityside facilities, passenger terminal building, connecting flyover,
ATC and Technical Block. Expression of Interest (EOI) for servicing the debt component has been
invited by KIAL and has already tied up the debt component requirement with a Consortium of three
Banks namely Canara Bank ( ` 692 Crore), South Indian Bank (` 125 Crore) and Federal Bank (` 75
Crore ) have issued the sanction letter to KIAL for debt financing for a total amount of ` 892.00 Crore.
5.44 Air Transport plays a major role in the development of tourism both domestic and international.
During 2013-14, 74533 flights ( 38024 domestic and 36509 international) were operated from all the
three airports together. From the three airports, a total number of 1,07,67,493 passengers ( 3368096
domestic and 7399397 international ) were carried during 2013-14. Details of flights operated during
2013-14 by three Airports are shown in Appendix 5. 19 (A), (B) and (C) .
