5.110 In order to conserve energy and to reduce losses in the system, consumer awareness on the
subject has been spread through various campaigns and programmes such as CFL Distribution,
Nalekkithiri Urjam etc. However, there remains large scope for energy conservation and energy
efficiency improvement in the installation of major HT&EHT consumers. With the objective of
streamlining the efforts in this regard by taking up energy auditing and related consultancy services,
a special cell named ESCOT (Energy Saving and Co-ordination Team) has been constituted in the
Board. ESCOT’s and EMC’s activities to go hand in hand.

Restructured Accelerated Power Development and Reform
Programme (R-APDRP)

5.111 The focus of the Restructured Accelerated Power Development and Reform Programme
(R-APDRP) is on actual demonstrable performance in terms of reduction in aggregate technical and
commercial (AT&C) losses. Projects under the scheme are taken up in two parts in urban areas and
cities with population of more than 30,000. Part A of the scheme includes projects for establishment
of baseline data information technology (IT) application for energy accounting/auditing and IT based
consumer service centres. Part B of the project includes regular distribution-strengthening projects.

5.112 The total project cost for 43 sanctioned schemes under R-APDRP is `28832 lakh. Out of
this `21440 lakh is sanctioned as loan by the Ministry of Power. Part-A of the scheme includes IT
applications for energy accounting & auditing, IT based consumer indexing, GIS mapping, SCADA/
DMS system, Metering of DTRs and Feeders etc. The Data Centre based on the latest information
technology trends and a centralized Call Centre aimed to improve the consumer satisfaction, under
RAPDRP scheme was inaugurated on 12thOctober 2014.

5.113 Part B of the R-APDRP scheme involves works aimed at loss reduction so as to bring down
AT&C losses to a sustainable level of less than 15%. The total project cost for 42 eligible schemes
out of 43 sanctioned by the Ministry of Power is `87217 lakh and the works are in progress.

Rajiv Gandhi Grameen Vidyuthikaran Yojana (RGGVY)

5.114 The Rajiv Gandhi Grameen VidyutikaranYojana (RGGVY) was launched in April 2005 with the
objective of providing all rural households access to electricity through the creation of an appropriate
rural electricity infrastructure. Below poverty line (BPL) households are provided connections free of
cost. The Government of India provides 90 per cent capital subsidy for projects under the scheme.
Implementation of the scheme in Idukki District has been completed and the works in other Districts
are in progress.

5.115 The details of the financial and physical progress of implementation of RGGVY as on 30-09-
2013 are shown in the Appendix 5.34

Solar Power Projects:

5.116 There is much discussion over the solar energy at present, which is expected to be translated
into lower cost of generation due to increasing scale of economies. Even though the potential for
