    •	 In order to make industries energy efficient and to reduce their energy intensity, Government      INFRASTRUCTURE
        of Kerala has made mandatory Energy Audit for HT/EHT consumers. Energy Management
        Centre has empanelled 27 energy audit firms to carry out mandatory energy audits. So far
        78 HT/EHT consumers completed their audit and these reports were evaluated by an Expert
        Committee.

    •	 In order to make aware of the students the importance of energy conservation, two day State
        level Energy Congress was conducted in the State Capital as a State level camp.

    •	 Renovated the 50 kW Kallar project for Idukki district Panchayat and the same was synchronized
        to the KSEB Grid. 110 kW Mankulam SHP was also synchronized to the Grid.

    •	 Commissioned 33 Pico hydro projects in various parts of the State with the financial subsidy
        of Ministry of New and Renewable Energy (MNRE).

    •	 EMC has conducted about 700 Energy Conservation Awareness programmes in association
        with Energy Clinic Volunteers, Residents Associations, NGOs and other organizations.

Department of Electrical Inspectorate

5.126 The Electrical Inspectorate is functioning under the Ministry of Power, Government of Kerala.
Safety inspections are carried out and sanction for energisation for all HT/ EHT and other medium
voltage installation in the State are issued by this department. Enquiry of all electrical accidents
occurring in the State and forwarding the enquiry report to the Government and taking actions against
responsible person/authority are also done by this department.

Achievements of Electrical Inspectorate

5.127 ModernizationoftheMeterTestingandStandardsLaboratoryandup-gradationofregionallabsinto
NABL accreditation level had helped to achieve the accuracy of testing the energy meters to be
tested as per the specification issued by the Central Electricity Authority. Procurement of various
testing equipment and multi-function meters had equipped the district level offices to conduct the
various testing of electrical installation in the state to satisfy the safety standards and regulations.
This is a major achievement in assessing the quality of installation in turn in achieving a standard and
danger free electrical installation.

5.128 The motto of MTSL is to provide testing and calibration of various types of electrical equipment.
At present calibration facilities is available for voltage, current, resistance, frequency, power, power
factor and energy. The testing facilities include pre-commissioning tests for protection relays and
instrument transformers. Also conducts some pre-commissioning tests for power transformers,
cables and circuit breakers. All calibrations and tests are conducted as per national and international
standards.

5.129 The Meter Testing and Standards Laboratory at Thiruvananthapuram attached to the
Department is the only Laboratory in the State under the State Government which has got NABL
(National Accreditation Board for Calibration and Testing laboratories) accreditation, for Electro
Technical Calibration for the parameters AC & DC voltage and current, resistance & power.
Accreditation for the parameter ENERGY by the NABL is received recently. This Laboratory is the
first and only one in the State with NABL Accreditation for energy.

5.130 For the effective implementation of SQMS in Public Services Organisations, the department
could achieve the prestigious ‘SEVOTHAM CERTIFICATION’ (Service Quality Management System
Certification) as per I.S.15700: 2005 from the Bureau of Indian Standards.
