5.137 The project components are: INFRASTRUCTURE
• Promote good governance in municipal management.
• Develop and expand urban infrastructure like urban road transport, water supply, sewerage
and sanitation, strom water drainage and waste management, community infrastructure,
livelihood promotion, low cost sanitation, poverty social fund and administrative cost etc.
• Formulate support programmes for improving urban social services for the elderly, destitute,
women and street children.
Other projects being undertaken through KSUDP
a. Package Septage Treatment Plants
5.138 As per G.O.(MS) No.222/2013/LSGD dt. 15.6.2013, Administrative Sanction was accorded for
establishing Package Septage Treatment Plants in all districts of Kerala and KSUDP is entrusted with
the implementation of the project. In the 1st phase two plants are being constructed at Eranakulam.
Among this the Septage Treatment Plant at Brahmapuram has already been completed at a cost
of Rs. 4 crore and the work on another plant at Cochin Port Trust land is about to start. The land
development work of the above site is underway.
b. Nagarajyothi project – a scheme for upgrading street lights of ULBs
with LED technology
5.139 As per G.O.(Rt) No.685/2014/LSGD dt. 6.03.2014, in principle sanction is accorded for
replacing the existing street light in ULBs with energy efficient LED lighting. For the implementation
of the project, KSUDP has invited proposals for the preparation of Detailed Project Reports for the
ULBs and M/s Darashaw Pvt. Ltd, Chennai has been selected as the agency for the preparation
of DPRs. Subsequent on approval of DPR the project will be implemented as pilot project in the
Municipalities of Malappuram, Attingal and Kochi and will be extended to all other Urban Local Bodies
in the 2nd phase. Details of major projects included under KSUDP are given in Appendix 5.35.
2. Urban Infrastructure Development Scheme for Small and Medium
Towns (UIDSSMT)
5.140 The Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) is a
sub-mission of JnNURM launched by GOI during the year 2005-06 to improve the infrastructure in
small and medium towns in the country in a planned manner. In Kerala, 61 urban local bodies (excluding
Thiruvananthapuram and Kochi Corporations, Thrippunithura and Kalamasseri Municipalities) are
eligible for getting financial assistance under the scheme.The funding pattern is 80:20 shared by the
central and state governments. The State Share (20%) would be equally shared (ie.10% each) by
state government and the participating urban local self governments. Under the scheme 25 projects
were approved by Government of India for the 22 municipalities of the state. This includes 13 Water
Supply Projects and 11 Solid Waste Management Projects and one Sewerage Project. Details of
projects approved under UIDSSMT are given in Appendix 5.36. As per Chathurvedi Committee
report the scheme has been merged with the JnNURM (UIG component).
3.Capital Region Development Project
5.141 The Capital Region Development Project (CRDP) was introduced in 2002 to improve the
quality of life of people in the capital city by strengthening and improving the critical infrastructures
