             like roads, water supply, solid waste management, surface water drainage, city beautification and
             bus terminals. Details of projects undertaken by Capital Region Development Programme are given
             in Appendix.5.37.

         4. Jawaharlal Nehru National Urban Renewal Mission (JNNURM)

             5.142 Cities and towns of India constitute the world’s second largest urban system. Government of
             India has approved a mission mode approach for implementation of urban infrastructure improvement
             programme in a time bound manner in selected cities. The mission entrusted with this task is known
             as the Jawaharlal Nehru National Urban Renewal Mission. The mission was launched in 2005.
             The 1st phase of the Mission ended on 31.3.2014. For the continuation of the JnNRUM scheme,
             Ministry of Urban Development, Government of India has announced the sanction of new projects
             under the ‘Transition Phase’ for a period of three years starting from 01.04.2014. Corporations of
             Thiruvananthapuram and Kochi were selected as mission cities from Kerala State.

             5.143 JnNURM, the flagship scheme of Government of India, after an initial set back has now in a
             dynamic stage of implementation in the state through the spirited team work.

             5.144 Admissible components included in the mission are redevelopment of inner city areas, water
             supply and sanitation, sewerage and solid waste management, construction and improvement of
             drains/storm water drains, urban transport including roads, highways/expressways/metro projects,
             parking lots/spaces on Public Private Partnership basis, development of heritage areas, prevention
             and rehabilitation of soil erosion/landslides only in case of special category states where such
             problems are common and preservation of water bodies.

             5.145 The funding pattern of Thiruvananthapuram Corporation is Government of India 80%,
             Government of Kerala 10%, ULB 10% and that of Kochi Corporation is Government of India 50%,
             Government of Kerala 30% and ULB 20%. Details of projects approved for implementation under
             JNNURM are given in Appendix 5.38 and brief assessment of the ongoing projects under phase 1
             is given in Appendix 5.39.

        The projects undertaken during 2014-15 under JnNURM.
         1.Comprehensive Capacity Building Programme

             5.146 The 129th meeting of Central Sanctioning and Monitoring Committee (CSMC) under Urban
             Infrastructure Governance (UIG), JnNURM held on 17th December 2013 approved a Comprehensive
             Capacity Building Proposal under JnNRUM, Transition Phase having a cost of ` 4900.26 lakh with
             a project span of 4 years.

         2. Procurement of 400 Buses under Transition Phase

             5.147 Central Sanctioning and Monitoring Committee (CSMC) under Urban Infrastructure Governance
             (UIG) has also sanctioned 400 new buses to the State of Kerala under JnNURM. Sanction was also
             accorded for establishing ancillary infrastructure proportionate to the number of buses sanctioned.
             The approved cost of 400 buses is ` 193 crore and for ancillary services is ` 20.39 crore out of which
             80% share will be furnished by Government of India.

         3. “Urban 2020”- Project for the preparation of DPRs for ULBs

             5.148 For preparing a shelf of quality projects for ULBs for availing financial assistance from
             Government of India, International Agencies, State Government etc. a project with a cost of ` 30 crore
