5.178 The major objectives of KSITM are Interfacing between the Government and the industry,
interacting with potential investors, strengthening the IT/ITES industry base, holding promotional
campaigns for hard selling the state, ICT dissemination to bridge the digital divide, E-governance,
developing human resources for IT and ITES and advising the Government on policy matters.

Major Achievements in e-governance

5.179 Under e-procurement 41 government organisations and 85 PSUs have been migrated. Also
18347 tenders worth `16476 crores processed through e-procurement platform. Through E-district
portal around 400 types of various fee payments are available. E- Payment Gateway enabled
multiple payment options for all e-governance projects of Government of Kerala.

NeGP

5.180 The National E-Governance Programme (NeGP), a flagship programme of the Government
of India was launched in 2006. It consists of 27 Mission Mode Projects (MMPs), at Centre and State
level. At state level land records (NLRMP), road transport, agriculture, police, treasuries, municipality,
e-district, commercial taxes, gramapanchayats and employment exchange were the MMPs initiated.
Akshaya is the programme implemented successfully in Kerala as part of NeGP.

Akshaya

5.181 Akshaya was conceived as a landmark ICT project in the year 2002 by the Kerala State
Information Technology Mission (KSITM) to bridge the digital divide and to that time was to make
at least one person in a family e-literate. Gradually focus of Akshaya was shifted to citizen service
centric mode. At present 2338 Akshaya Centers are functioning across the state and in 360 locations
selection of Akshaya Entrepreneurs are in process. . Considering the public demand, 91 new locations
for Akshaya Centers have been approved by Government.
