LOCAL GOVERNMENTS Performance under Special Sector Plans
8.19 For women component plan and plan for disadvantaged groups (aged, children, disabled,
palliative and other vulnerability) in the plan of local governments is one of the salient features in
Kerala’s Decentralisation. Out of the total plan size, all types of local bodies have set apart the
mandatory provision of 10 per cent for women development and 5 percentage for disadvantaged
groups. In the case of special programme for Women Component Plan and children the expenditure
increased from 68 per cent to 77 and 88 per cent to 90 per cent respectively. In addition, separate
amounts of ` 32.43 core and ` 142.01 crore were set apart to palliative care and other vulnerability
groups. Out of this ` 28.06 crore and ` 103.11crore were expended respectively for their wellbeing.
Details of allocation and expenditure during 2013-14 are given in Table 8.6 and the figures in 2012-
13& 2013-14 are given in Appendix 8.7(a&b).

Kerala Local Government Service Delivery Project (KLGSDP)
Kerala Local Government Service Delivery Project was formulated by the Government of Ker-
ala with an objective to enhance and strengthen the institutional capacity of the Local Govern-
ment system in Kerala to deliver services and undertake basic administrative and Governance
functions more effectively and in a sustainable manner. The project will benefit 978 Grama
Panchayats and 60 Municipalities in the State. The estimate project cost is $ 260 Million (i:e
`1196.00 crore). The Project was funded by International Development Agency (World Bank
Assistance) and counterpart contribution from the Government of Kerala for a period of 4
years from 2011-12 to 2014-15. The main components of project are Perfomance grant, ca-
pacity building, improving monitoring of local Government system at the state level and project
management.
During the first two years (Phase I), all GPs and Municipalities received grant funding subject
to some basic fiduciary requirements. From the third year onwards (Phase II), eligibility for
Performance Grant is based on AnnualPerformance Assesment of LGs based on the follow-
ing aspects:
