Major Developmental Programmes
2.86 Government have initiated the new project Matsyakeralam during 2008-09. From 2009-10
to 2011-12, the total amount budgeted for this scheme was ` 5.50 crore as state share and the
provision was fully utilised for the scheme. The total project cost estimated as ` 71.16 crore. The
achievement of the project during the first phase shows an encouraging result especially in shrimp
and mussel farming. Under the Matsya Samrudhi Project from 2012-13 to 2014-15 ` 12 crore was
provided in the budget. 2068 tonnes Shrimp, 1720 tonnes Mussel and 80 tonnes of Karimeen were
produced by the 1st phase of the scheme. During 2013-14, 8383.37 ha of fresh water and 1700.86
ha of brackish water area brought under fish/prawn culture under this programme. Also Karimeen
culture brought in 79.56 ha area. During 2013-14, a new scheme viz., model fishing villages was
envisaged in the budget with an outlay of ` 50 crore under state plan for the development of 20
fishing villages @ ` 2 crore per village and rest of the area 2500 Nos. of sanitary toilets and repair
of 1000 fishermen houses were undertaken. Construction works progressing for 10 nos. of hygienic
fish markets. More pro active steps in the implementation of the coastal area development project is
required since the progress is quite slow.
2.87 During 2013-14 an amount of ` 200 lakh were expended for the promotion of rice cum shrimp
farming in Kaipadu lands for covered an area of 90 ha in Kannur, Kasargode & Kozhikode districts.
The project sustainable development of shrimp aquaculture aims at the development of 2500 ha
of Pokkali fields of Ernakulam, Thrissur and Alappuzha districts during the Xth plan period. During
2013-14 an area of 125 ha was brought under aquaculture and an amount of ` 100 lakh was provided
for the scheme. 177.13 ha Pokkali lands stocked with 50.28 lakh P. Mondon seed in 111 farms in
Alappuzha, Ernakulam & Thrissur districts. 5964 m3 bund construction and 20 nos. sluice construction
completed. An amount of ` 100 lakh was expended for the implementation of One paddy One fish in
Kole lands and Kuttanad to cover an area of 300 ha. About 129 ha of Kole land stocked with 11.62
lakh Scampi and 3.48 lakh fish seed.
Fishing Harbour
2.88 The Government of Kerala has so far implemented 9 fishing harbour and the works
of other 13 harbours are progressing. The completed fishing harbours are Thankassery,
Neendakara, Kayamkulam, Munambam, Beypore, Puthiyappa, Chombal, Moplabay, Azheekal and
Ponnani. The fishing harbours now supported are Koyilandi, Thalai, Cheruvathoor, Chettuvai, Muth-
alapozhi, Chethi, Thanoor, Vellayil, Arthungal and Manjeswaram. The works of Chettuva, Cheru-
vathur, Kasargode, Thalai and Muthalapozhi will be completed during the current year and the suc-
ceeding year. The construction of Muthalapozhi fishing harbour now supported under RKVY and
Thalai, Koyilandi and Chellanum under RIDF (NABARD assistance). During 2013-14, ` 42 crore
including central share were allotted for the construction of fishing harbours for which ` 31.86 crore
was expended. An amount of ` 11.11 crore was expended through RIDF. Time bound completion
schedules for all ongoing fishing harbours need to be worked out. Status of the progress of ongoing
fishing harbours is shown in Appendix 2.45
2.89 Total revenue collected from the completed fishing harbours and fish landing centres
during 2012-13 and 2013-14 were ` 434.94 lakh and ` 510.57 lakh respectively. Revenue
collection from Neendakara fishing harbour during 2012-13 and 2013-14 were ` 185.91 lakh and
` 338.70 lakh, which accounts 82 percent increase over the previous year. During 2013-14
the highest revenue collection was from Neendakara harbour which accounts 78 per cent
of the total revenue collection. Thankasserry fishing harbour contributed 8 percent of
the total revenue collection during 2013-14 which accounts 13 percent decrease in the
revenue collection for the previous year. The details are given in Appendix 2.46.
