NABARD assisted schemes                                                                                    AGRICULTURE AND ALLIED SECTORS

2.90 NABARD has sanctioned the projects such as modernization of Neendakara and
Kayamkulam fishing habours, construction of Koyilandi & Thalai fishing harbours, construction of
rural roads under RIDF XI, XII & XIII. Modernisation of Neendakara Fishing Harbour completed and
construction of Koyilandi & Thalai fishing harbours had progressed during the period. NABARD un-
der RIDF XV have sanctioned projects such as Chellanum fishing harbor (IInd stage), Kappad- Koy-
ilandi road , Perumanthura Thazhampally bridge, 6 fish landing centres amounting to ` 60.24 crores.
Seven works completed and others are in progressing. Construction of Chellanum fishing harbor
will be completed during 2015-16. Ten projects including 7 nos. of bridge, fish landing centres and
walk way amounting to ` 62.91 crore was sanctioned under RIDF XVII. Also under RIDF XIX have
sanctioned 12 fish landing centres, replenishment of Neendakara fishing harbor, 9 bridge works and
2 road works amounting to ` 76.72 crore and the works are in progressing.

Social Security and livelihood support to Fishermen Community

2.91 The major highlights of social security schemes are given in Appendix 2.47 to 2.48. Under
NFWF housing (50% CSS) assisting fishermen for constructing new house. From 2012-13 onwards,
assistance per unit enhanced to ` 2 lakh, increasing the state share from ` 25000 to ` 175000 per unit.
During 2013-14, assistance was granted @ ` 2 lakh for 800 nos. of fishermen to construct houses.
During 2012-13, under 13th FC Award assistance@ ` 2.5 lakh sanctioned to 2106 no. of houses in
11 model fishing villages and assistance@ ` 2 lakh sanctioned to 2867 no. of houses in other parts.
During 2013-14, assistance@ ` 50000 per unit sanctioned 2000 fishermen for repairing their houses
under the scheme 13th FC Award and integrated development of fishing villages. Also sanctioned
assistance @ ` 17500 to 5619 fishermen for constructing toilets. The saving cum relief schemes
provided assistance about 176509 beneficiaries at an amount of ` 20.42 crore and interest free
loan to 27812 beneficiaries for an amount of ` 31.98 crore. Under Theeramythri programme , during
2013-14 an amount of ` 2.40 crore was sanctioned for assisting 1164 SHG’s for various programme.
It is suggested that to take certain model units and to be implement as specific programme.

Matsyafed

2.92 Matsyafed is an apex federation of 665 primary level Fishermen Development
Welfare Co-operative Societies, of which 340 are in marine sector, 192 are in inland sector and 133
women co-operative societies. The total membership in these societies is 4.45 lakh. The Authorised
share capital of the federation is ` 150 crore. Matsyafed have organised more than 15852 SHGs with
192125 members. The groups have mobilized ` 70.95 crore as thrift. The achievement of various
programmes implemented by Matsyafed is given in Appendix 2.49.

2.93 In the 11th five year plan, marine fisheries sector has achieved better growth in its infrastructure
development. The 12th plan strategy is to ensure sustainable growth of Fish and Fisheries for
nutrition, food security and economic growth by ensuring proper utilization of infrastructure created in
the last plan. Special emphasis has to be given to conservation and management of inshore fishery
resources, enhancement of offshore marine fish production and maximum utilization of harvested
fish and its value addition. The major issues in the sector are price exploitation of selected stock,
ineffective regulation, ever increasing fleet size, lack of responsible fishing practices etc. The marine
environment has to be revitalized with the introduction of artificial reef to enhance its productivity.
Maximum utilization of harvested resources can be ensured for its proper storage, transportation
and distribution. Effective preservation of fish quality as per international standard, promote export
as well as domestic marketing legislation is needed for the assurance of hygiene and quality in
domestic fish marketing. The hygiene condition of the harbours need to be modernized by integrated
