Dengue fever                                                                                              SOCIAL SERVICE

4.71 Dengue was reported for the first time in Kerala in 1997. Subsequently, it has spread far
and wide. During 2013, Kerala has reported 7349 dengue cases and 23 numbers of deaths upto
September 2013. 4316 more cases were reported and 11 more deaths took place in 2013. The
increasing number of cases reported is due to water supply mismanagement, gaps in public health
infrastructure, increased mobility of population and poor infrastructure in the state to monitor
mosquito breeding. During 2014, it has been reduced to 1813 cases and death reported was 9 (upto
September). District wise patients treated and death reported due to dengue fever in Kerala during
2014 is given in Appendix-4.53

Leptospirosis

4.72 Leptospirosis is causing the highest number of deaths consistently for the last few years in the
State. It caused more than 100 deaths every year during the past few years. In Kerala, out of the
total 510 Leptospirosis cases reported 11 deaths were reported during 2012 and it increased to 613
cases and 15 death cases during 2013. During 2014, a total of 717 cases got confirmed and 19 died.
The details of district wise patients treated for leptospirosis and death reported during 2014 is given
in the Appendix -4.53

HIV/AIDS

4.73 It is estimated that around 2.4 million people in India are currently living with HIV and come from
diverse cultures and backgrounds. Kerala State Aids Control Society is the pioneer organization in
the State working with the objective of controlling the spread of HIV as well as strengthening the
State’s capacity to respond HIV/AIDS. It was formed to implement the National Aids Control
Programme in the State.

4.74 The HIV epidemic in the state is a concentrated epidemic with 4.95 % prevalence among
Injecting Drug Users (IDU), 0.36 % among men having sex with men (MSM) and 0.73% among
Female Sex Workers (FSW). The HIV prevalence among FSWs and MSM is under 1%, but the
prevalence among IDUs is 4.95% (though it shows downward trend from 9.57 in 2007 and 5.3%
in 2008) and it is still perturbing. Current data suggest that the HIV epidemic in the State is largely
confined to individuals with high risk behavior and their sexual partners.

Chikungunya

4.75 During 2006, Chikungunya emerged as a major ever known epidemic in India affecting 151
districts in 8 States including Kerala. During 2011 while 58 chikungunya cases were reported in
Kerala, it has increased to 169 cases during 2013. Out of this highest number of cases (149) were
reported in Thiruvananthapuram and 11 cases were reported in Idukki. During 2014, out of this 139
cases of chikungunya reported 106 are were from Thiruvananthapuram. A total of 2046455 viral
cases reported in Kerala during 2014. The details of district wise patients treated for Chikungunya
and viral fever during 2014 is given in the Appendix-4.54.

Leprosy

4.76 The National Leprosy Eradication Program (NLEP) of the Government of India is implemented
throughout the state for the control and eradication of leprosy. NLEP has been a 100% centrally
sponsored scheme. Drugs are supplied free of cost by WHO. From the 12th Five Year Plan onwards
it is 75% centrally sponsored program.
