National Health Mission
4.93 The Union Cabinet vide its decision dated 1st May 2013 has approved the launch of National
Urban Health Mission (NUHM) as a Sub-mission of an over-arching National Health Mission (NHM),
with National Rural Health Mission (NRHM) being the other Sub-mission of National Health Mission.
NHM would have six financing components, namely (i) NRHM/RCH Flexi-pool, (ii) NUHM Flexi-
pool (iii) Flexible pool for Communicable Disease, (iv) Flexible pool for Non Communicable Disease
including injury and trauma, (v) Infrastructure Maintenance and (vi) Family Welfare Central Sector
Component. Under the component infrastructure maintenance support has been given over several
Plan periods, which is provided to states to meet salary requirement of Schemes viz. Direction &
Administration (Family Welfare Bureaus at state & district level), Sub Centres, Urban Family Welfare
Centres, Urban Revamping Scheme (Health Posts), ANM/LHV Training Schools, Health & Family
Welfare Training Centres, and Training of Multi-Purpose Workers (Male).
4.94 National Rural Health Mission aims to provide accessible, affordable and accountable quality
health services to the poorest households in the remote rural regions. Under NRHM, the focus is
on a functional health system at all levels, from the village to the district. NHM is functioning in the
State for the development of health institutions with central govt funding. 25 % of the total Central
Government fund has to be given to the NHM by the State Government as State share. The average
total funding from the Govt of India to NHM per year is about 600 crore. NHM is supporting the Health
&Family Welfare Department, Directorate of Medical Education and AYUSH.
PMSSY
4.95 PMSSY (Pradhan Manthri Swasthya Suraksha Yojana) is a GOI supported scheme to improve
infrastructure facilities and technology in Govt. Medical College, TVM (Phase I) and Kozhikode
(Phase III). Medical College Alapuzha is included in the PMSSY phase III project with a total outlay
of 150 crores of which 30 crores is the state share.
State Institute of Medical Education and Technology (SI-MET)
4.96 State Institute of Medical Education and Technology (SI-MET) was established in the state in
2008 to promote medical education and research. There are six nursing colleges functioning under
SI-MET with an annual intake of 280 students.
Child Development Centre (CDC)
4.97 Child Development Centre (CDC) is an autonomous centre established by the Government
of Kerala as an autonomous centre of excellence in Early Child Care & Education, Adolescent
Care & Education, Pre-marital Counselling, Women’s Welfare and other related fields to reduce
childhood disability through novel scientific initiatives. It aims to create a generation of prospective
and responsive parenthood through healthy children and adolescents.
Medical Education
4.98 In Kerala, medical education is imparted through eight medical colleges at Thiruvananthapuram,
Alappuzha, Kozhikode, kottayam, Idukki, Ernakulum, Thrissur and Manjeri. Nursing education is
imparted through six nursing colleges in Thiruvananthapuram, Kozhikode, Kottayam, Alappuzha,
Ernakulam and Thrissur districts. Dental Colleges are functioning in Thiruvananthapuram, Kozhikode,
Alapuzha and Kottayam districts. In addition to this four colleges of Pharmacy and one Paramedical
Institute is functioning under the Department.
