4.82 The Indian Institute of Diabetes (IID), at Thiruvananthapuram is an autonomous institution
under the Government of Kerala. Functional for the last two decades, IID is the only institution in
Government sector catering services exclusively for Diabetes Mellitus and its complications. Made
into operational in the year 2001, the Institute functions with main centre at Pulayanarkotta near
Akkulam in Thiruvananthapuram city and one sub centre at Public Health Laboratory Campus, in
Pattoor, Thiruvananthapuram. The major proposed activities of this institute are to investigate the
genetic basis of diabetes, to provide adequate training for physicians and paramedical staffs, provide
research support to develop novel methods of treatment, endow academic chairs in diabetes, and
organize state-of-the-art conferences in India on various aspects in diabetes.

4.84 Table 4.6 shows an increase in the death cases during the first nine months of 2014 over the
whole year 2013 due to diarrheal disease and chicken pox.
Mental Health
4.85 As per census of India 2011, 0.20% of the population of Kerala suffers from mental illness
and 0.20% suffers from mental retardation compared to a national average of 0.06% and 0.12%
respectively. Kerala suffers much higher compared to all India average. Less importance is given in
the field of mental health in comparison to physical health in Kerala.
4.86 A mental health policy was approved by the state government on May 2013.The policy suggests
that the treatment for mental illness should start from the primary health centres making the mental
hospitals and the Department of Psychiatric Medicines referral centres by upgrading them and
that Research should be encouraged for prevention and cure of mental illness .An awareness
programme among the general public about the mental illness has also been suggested in the policy
Proper training programmes to the doctors should be imparted free of cost whether they come from
public or private sector if they show their willingness to undergo the training.
4.87 In Kerala three mental health centres are functioning with bed strength of 1342 .District Mental
Health Programme is functioning in all the districts. Rehabilitation facilities are offered through their
centres. Lack of awareness, attitude of general public, neglect of family members, lack of proper follow
up etc are the major problems noticed. State Government have started care homes for mentally ill
