Development Centers (PPDCs), Central Footwear Training Institutes (CFTIs), MSME Training                 Industry and Labour
Institutes (MSME-TIs), National Level Entrepreneurship Development Institutes (EDIs) i.e., National
Institute for Entrepreneurship and Small Business Development (NIESBUD), Indian Institute of
Entrepreneurship (IIE) and National Institute for Micro, Small and Medium Enterprises (NI-MSME)
and Training Centers of the National Small Industries Corporation (NSIC). Under the “Assistance
to Training Institutions (ATI) Scheme”, financial assistance is also provided for conducting
Entrepreneurship Development Programmes (EDPs) and Entrepreneurship-cum-Skill Development
Programmes (ESDPs) to the National level EDIs and their Partner Institutions (PIs) as well as NSIC
and Central Tool Room.

3.54 The details of training programmes conducted by the National Institute for Entrepreneurship
and Small Business Development (NIESBUD) under “Assistance to Training Institutions (ATI)”
Scheme is given in Appendix 3.29.

3.55 In Kerala, entrepreneurship is restricted to trade, transport and tourism, all of which are low
knowledge-intensive sectors. The labour scenario in Kerala is also very challenging for entrepreneurs.

Promoting Skill Development

3.56 The Ministry of Micro, Small and Medium Enterprises provided entrepreneurship and skill
development training to 1687324 persons during the 11th and 1158562 persons during the first 2
years of the 12th plan, through various institutions like MSME-Tool Rooms, MSME – Technology
Development Centres, MSME- Development Institutes, KVIC, Coir Board, National Level EDIs, and
NSIC etc.

3.57 MSME-Development Institute, Thrissur, Kerala (MSME-DI, Thrissur), has conducted 153
tailor made development training programmes in 2013-14 viz., 16 Entrepreneurship Development
Programmes, 61 Industrial motivation campaigns, 48 Entrepreneurship Skill Development
programmes, 12 Management Development programmes and 16 skill development programmes.
5227 persons benefited through these programmes. MSME-DI Thrissur also organised one
Awaremess programme on IPR in which 34 entrepreneurs participated, 9 Vendor development
programmes and one Mechanical Workshop for machine shop practice. The programmes were on
areas like Garment manufacturing, Food Processing, Bags & Fancy items etc. Details are given in
Appendix 3.30
