3.58 The latest Census, Fourth All India Census of Small Scale Industries (SSI)/Micro, Small &
Medium Enterprises (MSME) sector, conducted by Ministry of Micro, Small and Medium Enterprises,
had provision to cover the unregistered sector, in addition to the registered sector. The Fourth Census
was conducted (with base reference year 2006-07), wherein the data was collected till 2009 and
results published in 2011-12, as well as data was extracted from Economic Census 2005 conducted
