Registered Job Seekers
9.33 At the national level, as on 31-12-2012, there were 447.90 lakh registered job seekers at
the 956 Employment Exchanges all over India. Out of this, 291.44 lakh are men (65.0 per cent) and
156.46 lakh women (35.0 per cent). Year-wise all India registration, placement, vacancies notified,
submission made and Live Register for the period 2002 to 2012 are given in Appendix 9.12.
9.34 The main feature of live registers of employment exchanges in Kerala till 2012 was that the
number of work seekers increasing year after year mainly due to non-updation of lapsed registrations.
The Employment Department has recently computerized live registers for making verifications, as
a result the number of work seekers in the live registers of the employment exchanges in Kerala
decreased significantly.
9.35 According to live registers of employment exchanges in Kerala, the total number of work seekers
as on 31st December 2012 was 44.99 lakh. But it has now declined to 36.04 lakh as on 31st October
2014, a reduction of about 9 lakh; mainly due to the computerisation of live registers and removal of
lapsed registrations. Details of work seekers for various years may be seen at Appendix 9.13.
9.36 Contrary to the all India scenario, women are found to be more in the live registers in Kerala.
Of the total job seekers, close to two-third (22.56 lakh) are women. There are 5.9 lakh Scheduled
Castes, 0.42 lakh Scheduled Tribes and 0.51 lakh Physically Challenged job seekers in the Live
Registers. Number of illiterate persons in the Live Register is 198. Distribution of job seekers by
educational level indicates that only 10.0 per cent have qualification below SSLC. About 63 per
cent of the work seekers are in the category of qualifications having SSLC. (See Figure 9.14 and
Appendix 9.14).
