9.37 The number of professional & technical work seekers as on 31st October 2014 is 1.51 lakh.             EMPLOYMENT
Data reveal that ITI certificate holders and Diploma holders in Engineering together constitute 82
per cent of the total professional & technical work seekers. There are 23,082 registered Engineering
Graduates (See Appendix 9.15).

9.38 A significant and peculiar feature of Kerala is that women outnumber men who seek employment
through employment exchanges. This position is reflected in all the 14 districts in Kerala. The district-
wise unemployment of women and men in 14 districts of Kerala as on 31-10-2014 is shown in the
following graph (See Figure 9.15).

9.39 Thiruvananthapuram District ranks first in the number of work seekers in general and professional
/ technical categories as on 31-10-2014. The total number of work seekers in Thiruvananthapuram
district is 5.4 lakh; of which 3.3 lakh are women and 2.1 lakh men. The second largest number of
work seekers is from Kollam district with 3.5 lakh persons. The lowest number of work seekers is in
Wayanad district with 0.87 lakh persons, preceded by Pathanamthitta District with 0.88 lakh persons
(See Appendix 9.16).

9.40 All registered job seekers cannot be treated as unemployed. Youngsters register their names

mainly for permanent Govt. jobs while many of them may be engaged in some useful productive work

or might have migrated to other states or foreign countries for employment. Even though the live
registers have been computerised no effective mechanism is put in place to find out those persons who
are engaged in useful productive work. Live registers should always reflect the actual unemployment
position of the State so as to enable the Government to formulate policies and programmes for the

real unemployed persons in a meaningful way.
