9.28 Data on district-wise employment as on March 2014 indicate that Ernakulam and Wayanad
are the two districts which respectively accounted for the highest and lowest employment both for
Public and Private Sectors. Total organized sector employment in Ernakulum District is 1.91 lakh
persons, which accounted for 17.0 per cent of the total employment. Whereas in Wayanad the
employment under organized sector is 26,192 persons, which accounted for a paltry 2.3 per cent of
the total employment (See Appendix 9.8 & Appendix 9.9).
9.29 The sectoral distribution of workers in organised sector across different years indicates that
the dependence on agriculture continues to decline; when service sector continues to rise. The
employment in agriculture (relative to other sectors) gradually fell from 7.5 per cent in 2004-05 to 6.0
per cent in 2013-14. Whereas, the relative share of employment in Community, Social and Personal
Services increased from 44.7 per cent in 2004-05 to 48.4 per cent in 2013-14 (See Appendix 9.10).
This indicates that nearly half of the employment is in the community, social and personal services.
Manufacturing sector accounted for 20.5 per cent of employment. All India figures may be seen in
Appendix 9.11.
Employment in Unorganised/ Informal Sector
9.30 ‘Unorganised sector’ and ‘Informal sector’ are quite close; though not exactly the same. But
quite often, researchers and users have used the terms ‘unorganized’ and ‘informal’ interchangeably.
The unorganized sector or informal sector has a crucial role in our economy in terms of employment
and its contribution to the National as well as State Income.
9.31 National Sample Survey Organisation regularly conducts nationwide survey on informal sector
as part of the Employment/Unemployment survey and ‘Informal Sector and Conditions of Employment
in India’ is the report of this survey. In this survey, all unincorporated proprietary and partnership
enterprises have been defined as informal sector enterprises. The latest survey conducted by the
NSSO in 2011-12 indicates that among workers in AGEGS (Agriculture excluding growing of crops,
market gardening, horticulture and growing of crops combined with farming of animals) and non-
agriculture sectors, about 75 per cent were employed in the informal sector. This proportion was
much higher for males (82 per cent) than females (58 per cent). Figure 9.12 gives a diagrammatic
presentation of the share of employment in the informal sector among workers in UPSS in AGEGC
and non-agriculture sectors.
