Hon’ble Chief Minister inaugurated the commencement of works related to Kuttanad Package Phase II on September 17, 2020. The online inaugural event was organised by State Planning Board and attended by Ministers of Departments involved in the implementation of Kuttanad Package. Members of Parliament, MLAs, Gram Panchayats, Block Panchayats, District Panchayats in Kuttanad Region, and senior officials of the Departments also attended the event.
A package of Rs. 2447 crore was announced with a view to resurrect Kuttanad from the flood damages. Kerala State Planning Board and Rebuild Kerala Initiative along with line Departments will work hand in hand for implementing the second Kuttanad Package. Multiple aims of the package include developing the agrarian sector in the region thereby enhancing the income of the farmers, preserve and conserve the Vembanad eco system from the environmental hazards, and safeguard the lives of the local residents.
For the agrarian sector, this package focuses on declaring Kuttanad as a Special Agriculture Zone. Preparation of a separate crop calendar for Kuttanad, timely production and supply of quality seeds, and replacement of petty & para system with submersible pump sets are the major objectives in the agrarian sector. For rice production under Kuttanad brand, the Industries Department has initiated steps to set up an Integrated Rice Park in Alappuzha.
Construction of elevated cattle shed in all panchayaths, encourage duck farming and ensuring insurance coverage, and setting up a duck research institute through Veterinary University are the key priorities in the animal husbandry sector.
In the fisheries sector, the package focuses on promoting inland fishing, developing integrated farming facilities and setting up of fish hatchery units.
Adopting the concept of “Room for River” is a major area in water resources sector. Improve the efficiency of Thottappally spillway by widening and deepening the leading channel, and imbibe the technique of compartmentalisation for the outer bund construction of padasekharams are the major activities included under water resources.
Aymanam village was declared as a model village under Responsible Tourism initiative. Progress of road works in the region being implemented by Public Works Department was also announced in the event.
Hon’ble CM announced the launch of three substations in Kuttanad region, which will be done under RKI. This will help in the farmers to have uninterrupted power supply.
To mitigate the issues related to drinking water in the region, water treatment plant will be completed in a time bound manner. This will be implemented through KIIFB.
Hon’ble CM stated that this package will help in solving the sufferings of the local residents.
